PURPOSE:To enable a change of engine speed to be suppressed in a short time, by constituting a device obtaining a secondary differentiation value of the engine speed to set a target engine speed and correcting the ignition timing by a Fuzzy deduction being based on the deviation of the engine speed and its change rate. CONSTITUTION:An arithmetic means B, which calculates a secondary differentiation value of an engine speed for time, is provided, and a setting means C sets the engine speed, when its secondary differentiation value is in thc vicinity of O, as the target engine speed. While an engine provides a deviation detecting means D detecting the deviation between the engine speed and the target speed, change rate arithmetic means E calculating a change rate of the engine speed and a basic ignition timing setting means F setting the basic ignition timing in accordance with an engine operative condition. And on the basis of an output of each means D, E, the engine sets in a correction amount setting means G a correction amount of the ignition timing in a direction of suppressing a change of the engine speed and in an ignition timing setting means H the final ignition timing by said correction amount and the basic ignition timing.
