PURPOSE:To exclude waste of time due to the transfer of a user data part by providing an extraction generating means extracting the information required for processing relay and switching from a packet received from the line and generating a processing control packet and applying the relay switching processing based on the generated processing control packet. CONSTITUTION:The extraction generating means 6 extracts the information required for processing of switching and relay of a packet among the packets received from the line to generate a processing control packet 7. The processing required for the switching and relay of the packet is implemented based on the processing control packet 7. Then the packet finished for the processing of switching and relay is sent to the line. Thus, the time transferring the user data part in the same packet switching is avoided to improve the processing capability.
