PROBLEM TO BE SOLVED: To provide an on-board communication device capable of speedily acquiring information from another vehicle. SOLUTION: A frame FR transmitted from another vehicle includes information etc., representing "vehicle ID", "position", "message", "signature", "open key", and "open key certificate", and security association (hereinafter SA) includes information representing "vehicle ID", "cipher-signature system", "open key", "frame reception time", and "position". A security association database (hereinafter a SAD) stores SA received from the other vehicle. Then "frame reception time" is extracted from an SA having a row number (i) in the SAD (S230), and the differenceΔt_now between the "current time" and "frame reception time" is calculated (S240). Then it is determined whether theΔt_now exceeds a decision timeΔt (S270), the SA having the row number (i) is deleted from the SAD (S280) on the condition that theΔt_now exceeds theΔt.
