<P>PROBLEM TO BE SOLVED: To inhibit generation of strike noise due to collision of teeth of each gear during execution of deposit scratch-off. <P>SOLUTION: A spring balance point (neutral position) is set (commanded) as a target EGR opening (target opening) which is a control target value at first during execution of deposit scratch-off. A first middle position or a second middle position is set (commanded) as the target EGR opening (target opening) which is the control target value when EGRV opening (actual opening) detected by Hall IC reaches the spring balance point after that. Consequently, since a butterfly valve of EGRV can passes through the spring balance point at low speed valve operation speed, a direction of backlash between the teeth of each gear of a gear reduction mechanism is reversed at low speed.
