PROBLEM TO BE SOLVED: To provide a small sized valve timing adjusting device having excellent durability. SOLUTION: A planetary rotor 60 includes gear parts 68, 69 changing a relative phase between rotors 10, 20 by eccentrically meshing with gear parts 14, 22 provided on rotors rotating interlocked with a crankshaft and a camshaft 2, and performing sun-and-planet motion as one unit, and forms a stopper surface regulating relative phase change between the rotors 10, 20 by abutting on a stopper surface of a stopper groove part 70 provided on the rotor 10 in a circumference direction and allowing relative phase change between the rotors 10, 20 by separating from the stopper surface in the circumference direction with a stopper projection part 73.
