PROBLEM TO BE SOLVED: To provide a technique of suppressing increase of a processing amount and increase of cost while realizing prevention of a collision accident and early cause investigation. SOLUTION: An obtaining section 62 obtains information regarding a vehicle. A generating section 64 generates a packet signal to store the obtained information. A modulating and demodulating section 54, an RF section 52 and an antenna 50 transmit the formed packet signal and receive a packet signal from radio equipment mounted on the other vehicle.
