PURPOSE: A method containing dark vinegar for manufacturing a cosmetic composition which preventing hair growth and anti-inflammatory activity is provided. CONSTITUTION: A method for manufacturing a cosmetic composition for promoting hair growth or preventing hair loss comprises: a step of steaming brown rice, black rice or rice and adding purified water and yeast; a step of maturing for 1 or more years to obtain suspension liquid; a step of filtering the suspension liquid and decompressing under 50°C or freeze-drying; and a step of adding 0.001-70.0 weight% of purified water, ethanol, butylene glycol, or propylene glycol.
