<P>PROBLEM TO BE SOLVED: To improve the reliability of a system by appropriately switching a master and a slave in a system having master/slave configurations. <P>SOLUTION: A control device 10B in a slave state includes: information acquisition means for acquiring information relating to each control device itself from all the other control devices; and determination means for determining whether or not its own control device is a new master candidate on the basis of the acquired information and for, when its own control device is the new master candidate, transmitting a master replacement request to a control device 10A in a master state.
