<P>PROBLEM TO BE SOLVED: To efficiently distribute by download an electronic publication that has not been read through by a user to a terminal device of the user. <P>SOLUTION: A first time determination section 112 of an electronic publication distribution apparatus 1 refers to a download history database (DB) 14 and determines if a download of an electronic publication is for the first time or not on the basis of a user ID and a publication ID acquired from a terminal device operated by a user. If it is not the first download, a specific download location determination section 114 refers to the download DB 14, transmits information on the most recently displayed page location and information on previously downloaded location to the terminal device, and prompts the user to input a specific download location.
