<P>PROBLEM TO BE SOLVED: To provide a means capable of further improving various performances of a cement admixture, compared with the related art. <P>SOLUTION: The method for producing a hydrophilic copolymer includes: solution-polymerizing a monomer component containing a carboxylic acid monomer represented by chemical formula 1 and a polyether monomer represented by chemical formula 2 as essential components in a reactor in the presence of a solvent.
