PROBLEM TO BE SOLVED: To reduce a risk of impropriety.SOLUTION: A reading unit 110 of a reading device 100 reads in a balance of electronic money stored in an IC card, history information including identification information on another reading device in which the balance of electronic money has been written, and a card ID. A connection determination unit 111 determines whether communication with an authentication server is available or not. An identifying unit 112 identifies the other reading device in which the balance of electronic money has been written on the basis of the identification information included in the history information if communication with the authentication server is not available. A transaction control unit 113 transmits an authentication request including the history information to the other reading device. The transaction control unit 113 receives an authentication result indicating whether or not the history information included in the transmitted authentication request accords with the history information of the IC card stored by the other reading device from the other reading device. The transaction control unit 113 performs utilization determination whether utilization of the IC card should be permitted or not on the basis of the received authentication result.
