<p><P>PROBLEM TO BE SOLVED: To discharge paper being a content 30 and envelope paper 100 before sealing while continuing a device operation when a combination of a content and an envelope is improper. <P>SOLUTION: The detection result of each paper by sensor S is compared with sealed letter creation information. When both of them do not coincide with each other, the path of the paper being the content 30 is switched and the paper being the content is discharged to a rejection tray 58 before being folded by a folding means. Furthermore, the path of the envelope is switched and the envelope paper is removed from the path where water is added to the re-moistened paste 107 of the envelope paper by a water adding means 60 and discharged to a discharge tray 48 without being sealed.
