The present invention relates to a heating and cooling system for buildings using a seaside filtration well, comprising: a seaside filtration well having a filtration water inlet pipe which is buried in the ground around the seaside to allow seaside filtration water to flow in; a hot and cold water pump having a hot and cold water pipe for supplying water into a building; a heat exchanger which thermally converts raw water at temperatures of the atmosphere in a raw water supply pipe into a heat exchanging water through thermal conduction to a heat exchanging water pipe; a filtration water pump to generate predetermined pressure to allow the raw water in the raw water supply pipe to be thermally conducted in the heat exchanger to have the temperature of the seaside filtration water; and a filtration water drainpipe of which one is connected to the front end of the filtration water pipe and the other end is extended to the outside of the building to discharge the seaside filtration water to the sea.
