PROBLEM TO BE SOLVED: To provide a steering wheel which enables easy formation of a center mark, and to provide a vehicle including the steering wheel. ! SOLUTION: A center mark 10 is provided at an upper part of a wheel part 2 of a steering wheel 1. Grooves 11, 11 are provided at leather 5 of the wheel part 2 by pressing. A color of a region 5a between the grooves 11, 11 is set to a color different from a color of other regions 5b. A seam 12 is provided in each groove 11. A urethane foam layer 4 of a ground is flat. !
