　The objective of this invention is to apply power compensation in a signal overlapping section in which uplink transmission power exceeds an upper limit, while minimizing deterioration in uplink transmission quality. A user terminal which can communicate with a plurality of wireless base stations via a plurality of component carriers on a wireless communication system in which it is possible to constitute a system band with a plurality of component carriers, said user terminal being provided with: a transmission unit (106) in which a plurality of component carriers are classified into a plurality of timing groups, and which transmits an uplink physical channel with transmission timing that is controlled for each timing group; and a power control unit (1084) that performs power compensation by assigning priority to physical channels of full-overlap sections in which physical channels having the same subframe number overlap across component carriers, if the uplink transmission timing is controlled in timing group units.
