<p><P>PROBLEM TO BE SOLVED: To shorten a vulcanization time in a mold and reduce the number of expensive molds to cut a facility cost, and to reduce over-vulcanization to achieve a proper degree of vulcanization of a tire. <P>SOLUTION: The vulcanization process has two stages of a pre-stage and a post stage. In the pre-stage vulcanization process, the mold with tire surface design is used, and in the post-stage vulcanization process, a mold with no tire surface design is used to restrain the tire from the outside and vulcanize the tire with internal pressure filled therein. In the post-stage vulcanization process, a heating device is combined with the mold for restraining the tire from the outside, and when the vulcanization at the pre-stage is finished, the mold is arranged at least in a region delayed in vulcanization to perform the post-stage vulcanization. For heating the mold, a heater may be embedded in the mold, air holes may be provided to pass a heating medium such as steam therethrough, installation density of heaters or air holes may be increased at a position corresponding to a thick part of the tire, or a temperature of the heater for the thick part may be increased.
