摘要 <p><P>PROBLEM TO BE SOLVED: To increase the degree of freedom of configurations of an outer peripheral structure and to increase the damping force of a damper built in the outer peripheral structure by releasing the outer peripheral structure from being loaded with horizontal force when a structure comprises two types of structures which are a core structure and an outer peripheral structure arranged at an outer peripheral position on a plane. <P>SOLUTION: A vibration control frame 1 comprises a core structure 2 which has a structure plane including an earthquake-proof element 2c facing in two horizontal directions, an outer peripheral structure 3 which is arranged at an outer peripheral position on the plane of the structure, and includes a plurality of columns 31 constituting the structure plane facing in at least two horizontal directions, and a horizontal material 4 which is installed between the core structure 2 and the outer peripheral structure 3, and between the columns 31, 31 constituting the outer peripheral structure 3.
