The present invention discloses a communication control device based on the time division multiple access (TDMA) protocols. According to an embodiment of the present invention, a communication control device includes: a time length check unit which checks the length of the waiting time period from the current time to the starting time of a slot reserved for the transmission and reception of first type data; a data set configuration unit which uses at least one of the second type data and third type data transmitted through a frequency band different from the frequency band used by the first type data to configure the data set having a time length equal to or shorter than the length of the waiting time; and a transmission unit transmitting the data set configured during the waiting time.
