Provided are a method and device for creating an example of an operating system. The method comprises: according to resource demand information, allocating, by a primary operating system, an exclusive system resource to an example of a secondary operating system; after resource description information about the example of the secondary operating system is generated, initializing and starting the example of the secondary operating system, so that an example of an operating system having an exclusive resource is dynamically created according to resource demands provided by a user, thereby achieving the purposes of improving the extension performance of a system and satisfying demands of the user.
