PROBLEM TO BE SOLVED: To provide a technology for making it possible to screen and discard a connection request message from user equipment depending on a device load's magnitude, in a base station device in a mobile communication system. ! SOLUTION: A mobile communication system includes a base station device for communicating with user equipment. The base station device comprises: a determination unit which receives a connection request message for requesting connection with the base station device from the user equipment and determines priority of the connection request message; and a discard control unit which discards a connection request message determined to be a non-priority one by the determination unit when a processing load of the base station device is larger than a predetermined threshold. !
