The present invention relates to a thin-film solar cell and a manufacturing method thereof. The solar cell comprises: a substrate; a front side electrode layer formed on the substrate; a plurality of oxide layers formed on the front side electrode layer; a light absorbing layer formed on the oxide layers; and a rear side electrode layer formed on the light absorbing layer. Each oxide layer has a constant work function of which a size is mutually different to have the work function in a multi-stage structure.
