PROBLEM TO BE SOLVED: To provide a power control method for improving network capacity by reducing interference between cells, and a base station or a centralized controller that implements this method. ! SOLUTION: For users within all second cells neighboring to a first cell, a sum of gains by reducing transmission power of a base station in the first cell is determined 301 and next, a sum of prices to be paid by all users within the first cell for reducing the transmission power of the base station in the first cell is determined 302. Thereafter, on the basis of the sum of gains by reducing the transmission power of the base station in the first cell for the users within all the second cells and the sum of the prices to be paid by all the users within the first cell for reducing the transmission power of the base station in the first cell, the transmission power of the base station in the first cell is determined 303. !
