<p><P>PROBLEM TO BE SOLVED: To allow bills to surely be inserted and to surely be accepted when the bills are inserted to a bill insertion slot. <P>SOLUTION: A bill processing device 40 is constituted of a lower unit 50 and an upper unit 60 which is installed so that the upper part 60 is rotationally movable to the lower unit. The lower unit has a lower bill guiding member 51 which is installed under a bill insertion slot 41 and vertical wall members 52 which are arranged vertically on both sides of the lower bill guiding member and restrict a width-direction of a bill. The upper unit has an upper bill guiding member 61 which is installed over the bill insertion slot. The upper bill guiding member is installed between the vertical wall members 52 with gaps 62 so that the upper bill guiding member and the vertical wall members do not interfere with each other when the upper unit is open.
