PROBLEM TO BE SOLVED: To provide a polymerization initiating system and a method for preparing a highly reactive olefin functional polymer.SOLUTION: There is provided a method for preparing a polybutene having an exo-olefin content of at least 50 mol%, the method comprising: a step of bringing isobutene or an isobutene-containing monomer mixture into contact with a Lewis acid catalyst complexed with an oxygen- and/or sulfur-containing Lewis base in a substantially or completely apolar polymerization medium; and a step of initiating polymerization of the isobutene or the isobutene-containing monomer mixture using an initiator.
