An objective of the present invention is to provide a network device, a wireless communication system, and a communication control method whereby it is possible to transition a wireless terminal to a preservation state at an appropriate timing according to the communication behavior of the wireless terminal. A core network (300) preserves connections within the core network (300) among connections which a wireless terminal (100A) establishes with the core network via a wireless space and causes a transition to a preservation state wherein only the wireless connections including the wireless space are disengaged. The core network (300) determines a monitor time from when the wireless terminal (100A) enters a dormant state to when the transition is made to the preservation state, and measures the sustained time of the dormant state on the basis of the determined monitor time. If the sustained time exceeds the monitor time, the core network (300) causes the transition to the preservation state.
