A target braking force determination unit (1010) determines the target braking force on the basis of an amount of operation of a brake pedal (102) and, if the vehicle speed of the vehicle (20) is smaller than a predetermined vehicle speed, implements braking force suppression control such that the target braking force relative to the amount of operation of the brake pedal (102) is determined to be a smaller value than the target braking force relative to the amount of operation when the vehicle speed is not smaller than the predetermined vehicle speed.
