Systems and methods for policing traffic in communications systems are described herein. According to systems and methods herein, tokens are generated for a packet data network based on a peak transmission rate associated with the packet data network. Packets are selected for transmission over the packet data network based on availability of tokens.

1. A communication node operative in a communications network, the node comprising:
a transceiver configured to communicate with a wireless device over a plurality of non-guaranteed bit rate bearers; and a processor coupled to the transceiver, the processor being configured to:
group the plurality of non-guaranteed bit rate bearers into a logical channel group consisting of only non guaranteed bit rate bearers;receive a transmission request for the logical channel group;schedule transmission from the wireless device over the plurality of non-guaranteed bit rate bearers based at least in part on the transmission request and a peak transmission data rate associated with the wireless device; andschedule transmission from the wireless device over the plurality of non-guaranteed bit rate bearers based at least in part on an amount of data transmitted by the wireless device over the plurality of non-guaranteed bit rate bearers during a predetermined time interval.
