PROBLEM TO BE SOLVED: To facilitate the efficiency improvement of a surface treatment and to abate the breakage, etc. of a compression mechanism.SOLUTION: The provided device is furnished with: a first electrode member connected to a treatment target A in which a peripheral groove A1 is formed on the outer peripheral surface B thereof; a second electrode member 17 on which an inner peripheral surface 31 opposing the treatment target A has been formed; a pair of cyclic elastic sealing materials 40 capable of sealing, on both sides of the peripheral groove A1, the gap C of the outer peripheral surface B and inner peripheral surface 31; a peripheral groove unit 41 storing the respective cyclic elastic sealing materials 40 in mobile manners along the diametrically contracting direction; a compression mechanism 51 capable of contacting, under pressure, the cyclic elastic sealing materials 40 with the outer peripheral surface B and of canceling the pressurized contact thereof; and a flow channel for feeding an electrolyte between the outer peripheral surface B and inner peripheral surface 31 sealed by the pair of cyclic elastic sealing materials 40 in a state where the cyclic elastic sealing materials 40 possess a pair of cyclic side wall portions slidable against groove profile surfaces 45 of the peripheral groove unit 41 and cyclic distal end portions for successively connecting the respective inner peripheral sides of the pair of cyclic side wall portions and where a notch extending from the edge of the outer peripheral side toward the inner peripheral side is being formed at one site along the peripheral direction. |
