PROBLEM TO BE SOLVED: To speedily and accurately perform safety confirmation of a person remaining in a facility even on the occurrence of power loss due to a disaster.SOLUTION: A safety confirmation terminal which performs safety confirmation of a person remaining in a facility comprises: first acquisition means which acquires entering-exiting information to manage a person who enters and exits a facility; generation means which generates safety confirmation information including information on the person, remaining in the facility, whose safety is unconfirmed on the basis of the entering-exiting information; second acquisition means which acquires the information indicating safety confirmation of the person remaining in the facility from an information storage medium carried by the person remaining in the facility; update means which updates the safety confirmation information on the basis of the information indicating the safety confirmation; output means which outputs the safety confirmation information; and power storage means.
