The present invention relates to a catalyst for a polymer electrolyte fuel cell and, more specifically, relates to a palladium and copper alloy type catalyst on a carbon support element. The present invention relates to a hollow supported catalyst in a multilayer form which has platinum on the catalyst surface layer and palladium and copper on an inner layer through a progression reduction method and a galvanic substitution method; and a manufacturing method thereof. The present invention relates to an electrode catalyst for a fuel cell having an improved function produced thereof.
