<p>PURPOSE: A method and an apparatus for allocating radio resources are provided to guarantee fairness of using radio resources while adjusting a sensing threshold value. CONSTITUTION: A resource usage ratio is set between systems for reference time(S320). Sensing critical values of each system are obtained using the resource usage ratio(S340). It is determined whether remaining systems use radio resources based on the sensing critical values(S350). The sensing critical values are obtained using part among system property information of each system.</p> |
