<p><P>PROBLEM TO BE SOLVED: To allow a microinstruction corresponding to a software instruction to be executable before establishing an execution sequence of the software instruction. <P>SOLUTION: A software instruction preoccupation part 21 preoccupies the software instruction before execution. A software instruction storage part 22 stores the acquired software instruction, and executes software instruction execution determination being the determination on whether the stored software instruction is executed or not. A software instruction execution part 23 acquires the software instruction from the software instruction storage part 22 and executes it. When it is determined that the software instruction which is not executed exists in the software instruction execution determination, a microinstruction preoccupation part 24 determines whether or not the microinstruction corresponding to the preoccupied software instruction is reading-out possible, and reads out the microinstruction when the reading-out is possible.
