PROBLEM TO BE SOLVED: To provide a method for manufacturing a silica solidified body having sufficient strengths and transparency without recourse to firing at a high temperature.SOLUTION: The provided method for manufacturing a silica solidified body includes a grinding step of obtaining an activated silica powder having a mechanochemically activated surface and bearing an Si-OH absorption band-to-Si-H absorption band integrated intensity ratio (OH/SiH) of at least 50 on a diffusion reflective infrared absorption spectrum by grinding a silica powder in a dry state and a base treatment step of obtaining a silica solidified body by dissolving and re-depositing the surface of the activated silica powder with a basic solution including a metal hydroxide.
