PROBLEM TO BE SOLVED: To recommend an action related to an action along a user's preference (action purpose) or an action taken by the user by expanding information provision range provided to the user, the action purposes and the relationship between the action purposes.SOLUTION: This invention: extracts an action from a document of an experience written by an individual or an action from a document group in which relationship of purpose-means is described; extracts an action purpose class from the document; derives co-occurrence frequency between respective action purpose classes and respective actions; and stores action and the action purpose class with high co-occurrence frequency to co-occurrence related storage means. The action purpose class co-occurring at high frequency with the action is acquired from the co-occurrence related storage means when the action is inputted, a higher order action purpose class than the action purpose class is acquired from the action purpose classes by referring to ontology storage means, and an action which is different from the given action with high frequency of co-occurrence with the action purpose class of the higher order are presented to the user as a recommended action.
