A retractable elastic pressure hose 30, comprising an inlet connector 22, an outlet connector 28, an inner elastic tube 34, and an outer cover 36. Outer cover 36 is designed to expand and contract radially and longitudinally in response to internal pressure and external tensions on the hose. Internal pressure within the hose tends to extend the elastic pressure hose against the retracting force of the inner elastic tube. Outer cover 36 can have a hollow circular braid structure similar to the cover on a bungee cord and is designed to stretch beyond its fully extended length by applying external tension on the elastic pressure hose.

1. A retractable hose having a first end and a second end, the retractable hose comprising:
a) an inner elastic hose capable of stretching to at least three times its natural length and having a tendency to return to its natural length when stretched; b) a tube shaped outer cover adapted to longitudinally extend from a retracted length to an extended length in response to a pressure differential between fluid within the inner elastic hose and an ambient environment at lower pressure than the fluid within the inner elastic hose; c) an input connector disposed at the first end of the retractable hose and designed to be removably attached to a source of pressurized fluid; and d) a device disposed at the second end of the retractable hose, wherein the device disposed at the second end of the retractable hose is:
i) a flow restricting device; and/orii) an output connector designed to removably connect to an external flow restricting device.wherein:
A) the inner elastic hose is disposed inside the outer cover; and B) the outer cover is adapted to respond to an external force applied when the outer cover is at the extended length by:
I) longitudinally extending to a stretched length beyond the extended length; andII) radially contracting to a stretched diameter smaller than an extended diameter, wherein the extended diameter is the outer cover's diameter when the outer cover is at the extended length.
