<p><P>PROBLEM TO BE SOLVED: To obtain a configuration enabling an inner column to be stably held on the inner diameter side of an outer column. <P>SOLUTION: The outer column 13d is formed by bulging radially outward a hollow pipe by hydroforming. Moreover, a displacement-side bracket 22d is formed integrally with the outer column 13d by the hydroforming.
