PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner containing an electrification control agent uniformly dispersed in the toner particles and giving stable electrification property for a long time, and to provide a developer using the toner, a method for forming an image by using the developer, a container filled with the developer, and an image forming device installed with the container. SOLUTION: The toner contains at least a colorant and an electrification controlling agent and is obtained by dissolving a toner composition containing a modified polyester resin which can form an urea bond as a binder resin in an organic solvent, subjecting the solution to polymerization addition reaction in an aqueous medium, removing the solvent from the dispersion liquid and cleaning particles.
