PURPOSE: An apparatus and a method for noninvasively measuring blood sugar are provided to eliminate a testee's pain due to blood collection by measuring the blood sugar without the blood collection. CONSTITUTION: A blood vessel image photographing part(100) takes a photograph of the blood vessel image inside a skin. A blood vessel information extraction part(110) extracts blood vessel information for measuring blood sugar in the blood vessel image photographed by the blood vessel image photographing part. A storage part(120) stores the blood vessel information extracted from the blood vessel information extraction part. A scattered light intensity measuring part(130) measures the scattered light intensity of the skin in which the blood vessel extracted from the blood vessel information extraction part exists. A blood sugar value extracting part(150) extracts the blood sugar value using the scattered light intensity corresponding to the blood vessel.
