PROBLEM TO BE SOLVED: To improve quality of statistical machine translation.SOLUTION: The paginal translation evaluation device comprises: an acquisition unit for acquiring paginal translation sentences from a paginal translation sentence storage unit for storing the paginal translation sentences in which sentences of different languages are associated; a conversion unit for converting at least one language sentence of the paginal translation sentences so that an arrangement order of word phrases being components of the sentence is a predetermined order; and an evaluation unit for calculating an evaluation value for evaluating the paginal translation sentences on the basis of the word order in the paginal translation sentences in which at least one language sentence is converted by the conversion unit.
