PROBLEM TO BE SOLVED: To improve operation efficiency of a recording medium generation device.SOLUTION: A recording medium generation device 10 writes data on a recording medium D by data recording parts 41 and 42, and performs label printing by a printing part 48 on the front surface of the recording medium D having the data written thereon. The recording medium generation device 10 comprises: a recording medium conveyance part 30 for conveying the recording medium D; a first storage part 21 for storing an unused recording medium D; a second storage part 24 for storing a generated recording medium; a third storage part 22 capable of switching between the storage for the unused recording medium D and the storage for the generated recording medium D; a recording medium detection part 35 capable of detecting the number of recording media D, which is in storage or can be stored in the first to three storage parts 21, 24 and 22; and a control part 50. Before the operation, or during the operation by the data recording parts 41 and 42 and/or the printing part 48, the recording medium generation device 10 determines the role of the third storage part 22 and moves the recording medium D.
