A generation unit generates a voltage or a current of the overlapping high frequency for the duration, and an estimation unit applies a voltage having the overlapping high frequency thus generated to a permanent magnet synchronous motor, or supplies a current having the overlapping high frequency thus generated to a permanent magnet synchronous motor, and estimates the rotor magnetic pole position and the rotational speed of the permanent magnet synchronous motor.
