A prediction encoding/decoding method and apparatus thereof are provided to efficiently predict the parameter of an encoding object block and to increase the performance of image compression. According to the prediction encoding/decoding method of the present invention, when prediction encoding is performed on a block in a slice, first and second blocks in first and second slices are restored. Then, as a reference block, at least one of the first and second blocks restored is determined. A coding parameter of a third block of the second slice is predicted based on a coding parameter of the reference block. The third block is coded based on the predicted coding parameter.
