According to the present invention, the secret key management system divides authentication information management for a right to read, use, etc., of a classified document or classified data and secret key management for encoding an encrypted classified document or classified data to a separate apparatus and manages the secret key based on authentication information in a state that authentication information and the secret key are divided so as to supply the security of high reliability to the classified document of the classified data.
