Disclosed is a method for implementing automatic neighbor relation (ANR) establishment: when a radio link failure is determined as the reason for a reestablishment to be triggered, the Cell Global Identity (CGI) of a source cell is compared for consistency with the CGI of a cell selected for reestablishment, when inconsistent, the CGI of the source cell is added into a reestablishment request message transmitted to a network side, when consistent and an unsuccessfully reported CGI is present, the unsuccessfully reported CGI is added into the reestablishment request message transmitted to the network side, and reestablishment to the network side is launched via the reestablishment request message. Also disclosed are a terminal, base station and system, and storage medium for ANR establishment. |
