Provided are a signal measurement method and device. The signal measurement method of the present invention comprises: a base station controller sending a message to notify a base station to measure an uplink signal of a terminal device in a sector to be measured under a target super cell, the terminal device receiving or sending a signal on a force receiving layer channel of the target super cell, so that the base station measures the uplink signal on a physical channel corresponding to the force receiving layer channel in the sector to be measured according to the message, obtains an uplink measurement result of the sector to be measured, and reports same to the base station controller; and the base station controller acquiring the uplink measurement result of the sector to be measured. The embodiments of the present invention realize that, in a scenario of a super cell, a target sector is determined for the terminal device, and then realize that mobility management of the terminal device is realized and a sector is assigned for the terminal device. |
