The present invention relates to a prefabricated interlayer noise prevention panel. More specifically, the prefabricated interlayer noise prevention panel includes: a thermal insulation unit which is arranged on top of a concrete slab, has a noise absorbing unit formed on a side surface to absorb the vibration and noise from an upper layer, and blocks the heat from a hot water pipe; a finishing unit which is arranged between the thermal insulation unit and the hot water pipe and has one or more elastic grooves formed on the upper surface with the hot pipes mounted thereon; and a pipe fixing unit including protrusions fixed to the pipe fixing grooves by pressure and a first fixing unit surrounding the outer peripheral surface of the hot water pipe. At least two pipe fixing grooves are arranged near the elastic grooves.
