<P>PROBLEM TO BE SOLVED: To perform power saving of an entire wireless communication network according to power use rates while considering its influence on service. <P>SOLUTION: A management server 105 connected to a plurality of wireless communication base stations 100 via a network 103, comprises: a reception unit which receives information of power use rates transmitted from other servers; and a control unit which determines operation levels indicating operation states of the wireless communication base stations on the basis of the power use rates and instructs each wireless communication base station to change its operation level. <P>COPYRIGHT: (C)2013,JPO&INPIT |
