<p>PROBLEM TO BE SOLVED: To solve a problem of incapability of sufficiently reducing interference between adjacent cells and power consumption, caused by incapability of sufficiently reducing the number of base stations operating wastefully regardless of being in a low-traffic state.SOLUTION: A radio base station comprises: reception means for receiving information showing any of an active state and a radio wave transmission stop state, about another radio base station around the radio base station or a cell managed by the other radio base station; and update means for updating a set of cells or base stations with which at least any of a cell managed by the other radio base station around the radio base station, a cell managed by the radio base station, the base station, and the other radio base station around the radio base station is registered.</p> |
