PROBLEM TO BE SOLVED: To make a billing object be properly designated for each communication service in the case of utilizing a plurality of communication services in the same session. SOLUTION: A user terminal 3 has: a billing selection part 31 selecting a billing object of a media path; a SIP transmission part 32 transmitting a SIP signal mapping a media path to be newly added selected by the billing selection part 31 and the billing object, to another user terminal 3; a billing approval part 34 accepting input of billing approval of the billing object of the SIP signal received from the other user terminal 3; and a SIP response part 33 returning a SIP signal showing a response to the SIP signal approved by the billing approval part 34 to the other user terminal 3.
