PROBLEM TO BE SOLVED: To provide an on-vehicle device controller capable of suppressing a user from feeling discomfort by notifying the user of a state of an input operation for an on-vehicle device in response to a vehicle state, and an on-vehicle device controlled by the controller.SOLUTION: A controller 20 controlling an on-vehicle device comprises: input sections 12a and 12b each including an operation part corresponding to an executed function; detection sections 13a and 13b detecting that the input sections 12a and 12b are touched, respectively; and vibration application sections 15a and 15b applying vibration to the input sections 12a and 12b, respectively. The controller 20 changes the vibration applied by the vibration application sections 15a and 15b depending on whether a vehicle is traveling if the detection sections 13a and 13b detect the touch.
